If NOT done correctly it can be a complete waste of your time!
Letting other users use your articles on their websites in exchange for backlinks builds incoming links and pagerank like crazy! This is hands down one of the best strategies for increasing the search engine rankings for any new or established website. This is not a debatable issue. Why are people willing to pay $10,000/year to exchange articles with people when they could share their articles with article directories?

Let me clarify through an example.
If I write an article about Guitar playing I can then take that article and submit it to hundreds of article directories. Users of these article directories will find my article, place it on their Guitar or Music related websites and wow now I have say 200 people using my article on their sites. BUT Google says... 'these articles are all DUPLICATE CONTENT so we're just going to look at a couple of the ones that we feel were first or more important'. Now Google ignores all but 3-4 of these article pages and therefor their backlinks also.
But if I had given each directory a unique version of my article then those 200 webmasters would have each found unique versions of my article and as a result Google would be utilizing all 200 article backlinks in my search engine ranking calculation instead of just 3-4
